Advertising Initiative Revealed for Maryland Health Benefit Exchange

The Maryland health benefit exchange, referred to as Maryland Health Connect, has revealed its multimedia advertising initiative that will be the main avenue used to raise awareness of the health exchange and access to health insurance among Maryland residents. The Maryland insurance marketplace will open for enrollment on October 1 and will remain open until March 31, 2014. The advertising efforts will include outreach efforts as well to help approximately 800,000 Maryland residents understand how to shop, compare and purchase qualified health insurance on the exchange.

The advertising program will be launched statewide using radio, television, print, out of-home and digital media. The main components of the campaign will focus on convenience, financial assistance and security, peace of mind and access to health care. The ads will also feature original music in four genres, including Latin, country, contemporary and urban.

Baltimore Ravens Getting Involved

The Maryland health benefit exchange will also be partnering with the Baltimore Ravens, 2012’s NFL Super Bowl Champions to help reach more residents with the information they need to enroll in a plan on the Maryland insurance marketplace. According to studies, 71 percent of Maryland residents have attended, listened to or watched a Ravens football game in the past year. This statistic provides the Maryland health benefit exchange with the opportunity to make fans aware of the benefits available to them through the health insurance marketplace this fall.

Other partners include CVS Pharmacy and Giant Food, who will provide information to consumers about healthcare-related topics. There will be literature available in the 100 Giant Food stores and 170 CVS stores statewide. In addition, the Maryland health benefit exchange will be participating in several community events sponsored by Giant Food. Residents will also be able to speak to navigators and assisters during these outreach events to get in-person help with the exchange.

Currently, about 14 percent of Maryland residents are uninsured, which equates to 800,000 of Maryland’s 5.8 million people. The exchange is designed to provide residents with access to federal financial assistance to help lower their premium costs and out-of-pocket expenses, including deductibles and copays. It is expected that 180,000 people will enroll in a qualified health plan through the Maryland health benefit exchange during the first year of operation. Moreover, 100,000 people will likely enroll in Medicaid due to the state’s decision to expand the government program.

Third-Party Administrators Can Become Certified

Maryland Health Connection is providing an opportunity for third-party administrators (TPAs) to get certified so they can participate in the administration of the state’s Small Business Health Options Program (SHOP), which is opening on January 1, 2014. Almost 70 percent of all small companies in Maryland go through TPAs to enroll in healthcare plans.

TPAs can either use their existing systems to administer and present qualified health plan information or they can use the Maryland Health Connection. This way, small businesses will be able to choose the administration system that works best for them. In addition, TPAs will not have to change systems they have already mastered as they continue to provide small businesses with a valuable service.

Health Center Grants Awarded For Maryland Health Benefit Exchange

16 health centers in Maryland have been granted close to 1.6 million dollars for consumer education and outreach as part of the recent countrywide, $150 million dollar grants announced by Health and Human Services. These centers have a total of 136 sites in the state, where 291,579 patients visited in 2012 and out of these close to twenty five percent people were uninsured.

This new funding will help hire additional 28 workers, who can provide assistance to around 42 thousand people with enrollment to Maryland health benefit exchange.
